The Center on the United States and Europe (CUSE) at the Brookings Institution, in cooperation with the Council for the United States and Italy, is accepting applications for a Visiting Fellow for a period of six months to one year. The Fellow will conduct his or her own research on foreign policy topics affecting U.S.-European relations and contribute to the Italy-related dimensions of the Center’s activities.

The Visiting Fellow will carry out innovative and practical research on a wide-ranging spectrum of political, security, and economic-related topics related to U.S.-Italian, and U.S.-European cooperation and shared interests. The specific research agenda will be shaped in part by the expertise and interests of the Fellow and could include such policy-relevant topics as how the transatlantic relationship should deal with strategic challenges and opportunities outside of Europe—including threats of proliferation, humanitarian crises, and economic instability; the role of employment and migration on European integration and transatlantic relations; how Europe and the U.S. can engage with rising powers, including China, India, Russia, Turkey; the role of trade and investment in relations between Europe and the United States particularly in relations to the promotion of a Transatlantic Trade and Investment Partnership; and strategies for enhancing European economic and political governance.

A monthly stipend, commensurate with previous work experience and salary history, will be provided. The fellowship will begin in late Fall 2013.

About Brookings

Established in 1916, the Brookings Institution is an independent, nonpartisan research organization that works to improve the quality of U.S. public policies. Its mission is to conduct high-quality, independent research and, based on that research, to provide innovative, practical recommendations that advance three broad goals: 1) strengthen American democracy; 2) foster the economic and social welfare, security, and opportunity of all Americans; and 3) secure a more open, safe, prosperous, and cooperative international system. As the one of the oldest, largest, and most widely cited think tanks in the United States, Brookings has had a major impact on U.S. policymaking for nearly a century. Brookings has been repeatedly named the #1 think tank in the United States (University of Pennsylvania Global Go-To Think Tank Study, 2010-2012).

About CUSE

The Center offers independent research and recommendations for U.S. and European officials and policymakers, and it convenes seminars and public forums on policy-relevant issues. CUSE’s research program focuses on the transformation of the European Union; strategies for engaging the countries and regions beyond the frontiers of the EU including the Balkans, Caucasus, Russia, Turkey and Ukraine; and broader European security issues such as the future of NATO and forging common strategies on energy security. The Center also houses Brookings’s specific programs on France, Italy, and Turkey.

Visiting Fellow, Brookings Doha Center
Foreign Policy Program

About the Brookings Doha Center

Based in Qatar, the Brookings Doha Center (BDC) is an initiative of the Brookings Institution in Washington, D.C. that advances high-quality, independent policy analysis and research on the Middle East. The Center maintains a reputation for policy impact and cutting-edge, field-oriented research on socioeconomic and geopolitical issues facing the broader Middle East, including relations with the United States. Open to a broad range of views, the BDC is a hub for Brookings scholarship in the region.

Visiting Fellowships

The BDC hosts two Visiting Fellows each year. Following a competitive selection process, the Visiting Fellow takes up residence at the BDC for a six to nine month period. Visiting Fellows conduct individual research, interact with policymaking communities, and present their research at a seminar. Successful applications will include a significant field research component in the region. Visiting Fellows receive a grant to cover the costs of living, travel, and research.

Each Visiting Fellow is required to complete an Analysis Paper of 8,000 -10,000 words that concludes with policy recommendations. The topic of the paper should fall within one of the main areas of the Center's work:

- Democratization, political reform and public policy;
- Middle East relations with emerging Asian nations, including on the geopolitics economies of energy;
-	Conflict and peace processes in the region;
- Educational, institutional, and political reform in the Gulf countries.

While preference is given to these areas, other topics may be considered as appropriate. While preference is given to these areas, other topics may be considered as appropriate. In addition, Visiting Fellows are required to write a 4,000 - 6,000 word Policy Briefing on a separate topic.

Alongside their individual research, Visiting Fellows are expected to contribute to the Center’s lively program of events, workshops, and conferences. The BDC’s convening power gives Fellows the opportunity to engage with policymaking communities, academics, diplomats, government officials, and journalists, as well as regional business leaders. The Doha-based international media frequently call on Fellows to provide commentary and analysis.

The primary language of publication drafts is English. Final reports will be published in both English and Arabic. Visiting Fellows will receive a living stipend that also covers the costs of local car rental, travel to and from Doha, and two additional payments: one for successful completion of a draft analysis paper; and another for a final version of the paper that is accepted by Brookings for publication. In some cases, Fellows may retain their relationship with the Brookings Doha Center in a nonresident capacity for up to one year from their start date.

Applicant Requirements

Because of the location of the BDC within Doha, a valid driver's license is strongly recommended.

Program Requirements

Visiting Fellows must be available for a full-time affiliation with the Brookings Doha Center, based in Qatar, for 6-9 months. They are expected to be active participants in BDC activities, including but not limited to regularly organized policy discussions, seminars, workshops and other events. Visiting Fellows must be familiar with and uphold the Brookings Institution’s commitment to independent, nonpartisan research and publication, and to maintaining the highest level of integrity in pursuit of this mission.

Timeline and Deadline

The Brookings Doha Center reviews applications primarily twice each year. Applications are due March 1 for a fellowship beginning with a start date between May and June; and September 1 for a fellowship beginning in January. Other start dates for exceptional proposals will be considered as well.

How to Apply

Applicants should submit the following documents to: <a

A cover letter which, along with anything additional you wish to convey, states: (a) how you first heard of the Fellowship; and (b) any existing or previous relations with Brookings; (c) preferred start date; and (d) alternate start dates over the course of the subsequent year that might be acceptable to you should your preferred start date not be available.

Joint Visiting Fellowship
Brookings Doha Center – Qatar University
Foreign Policy Program

About the Brookings Doha Center

Based in Qatar, the Brookings Doha Center (BDC) is an initiative of the Brookings Institution in Washington, D.C. that advances high-quality, independent policy analysis and research on the Middle East. The Center maintains a reputation for policy impact and cutting-edge, field-oriented research on socioeconomic and geopolitical issues facing the broader Middle East, including relations with the United States. Open to a broad range of views, the BDC is a hub for Brookings scholarship in the region.

Joint Visiting Fellowship

In 2011 the Brookings Doha Center launched a joint Visiting Fellowship with Qatar University (QU). Over the course of a 4-6 month period, Visiting Fellows teach up to two courses at the university and have the opportunity to conduct original research of their own. Visiting Fellows are expected to author a 4,000 - 6,000 policy briefing on their area of focus, to be published by Brookings. Candidates with a focus on the Gulf region are particularly encouraged to apply.

BDC-QU Visiting Fellows teach two semester-long seminars (16 weeks) at Qatar University. The courses may be one of those currently offered in the QU International Affairs program (History, Political Science, Economics, International Relations, Education, Law), or a related subject as defined by the Visiting Fellow. Courses are typically discussion-based, enabling Visiting Fellows to develop and refine their ideas and research in an academic setting.

The Brookings Doha Center’s location in the Gulf allows scholars to conduct field research in the region. The Center’s convening power gives Visiting Fellows the opportunity to engage with policymaking communities, academics, diplomats, government officials, and journalists, as well as regional business leaders. The Doha-based international media frequently calls on Visiting Fellows to provide commentary and analysis.

Applicants should hold a Ph.D. in a relevant field, with a proven record of publishing and fluency in English.

Timeline and Deadline

The program accepts two Visiting Fellows per academic year. Applications are due May 30, 2013 for a Visiting Fellowship beginning in Fall 2013, and August 30, 2013 for a Visiting Fellowship beginning in Spring 2014.

Visiting Fellows will receive a competitive grant that will cover the costs of travel to and from Doha, accommodation, and living expenses. An additional fund for further travel and research in the region will also be provided.

Visiting Fellows Program
Center for Northeast Asian Policy Studies
Autumn 2013 and Spring 2014

The Center for Northeast Asian Policy Studies (CNAPS) at the Brookings Institution is accepting applications for its Visiting Fellows program, a four-month residential research fellowship in Washington, DC. CNAPS will host two classes of Visiting Fellows in the 2013-2014 academic year. The Autumn class will be in residence at Brookings during August 19-December 20, 2013 and will include one Fellow each from China, Japan, and Korea. The Spring session is scheduled for March 1-June 30, 2014 and will include one Fellow each from Hong Kong, Korea, and Taiwan. During this program year, CNAPS will give preference to applications that include research proposals focused on “China.”

Fellows are drawn from mid- to senior-ranks of the governments, think tanks, universities, media, and business communities in East Asia. Fellows are selected on a highly competitive basis, following a careful review of all applications. Applicants selected for the fellowship are eligible for a living stipend of up to $20,000 for the four-month term. Brookings will withhold taxes from Fellows’ stipends according to U.S. tax guidelines.

During the four-month Fellowships, Visiting Fellows conduct individual research and collaborative activities, interact with the U.S. policymaking community, and take part in the rich array of policy seminars and discussions available at Brookings. The Brookings Institution’s location and convening power give Visiting Fellows the opportunity to hear views from and interact with policy scholars and opinion leaders, the diplomatic community, U.S. government officials, journalists, and others. Visiting Fellows also have the opportunity to meet frequently with experts outside Brookings at major universities and other policy organizations in Washington.

About CNAPS

Established in 1998 as part of the Brookings Institution’s Foreign Policy Program, CNAPS is a center for research, analysis, and exchange on the compelling policy challenges facing the Northeast Asia region and U.S.-Asia relations. CNAPS implements program activities in three program tracks: a Visiting Fellowship which targets Northeast Asia’s future policy and opinion leaders; an active series of events on political, economic, and security issues; and scholarly research and publication. Drawing on the Brookings Institution’s long-standing ties to the region, CNAPS is a leading venue for transpacific policy dialogue, research, and publication devoted to Northeast Asia.

The Center is directed by Dr. Richard Bush, a senior fellow in Brookings Foreign Policy Program. Dr. Bush has extensive experience in both the executive and legislative branches of the United States government, including service as chairman of the board and managing director of the American Institute in Taiwan during both the Clinton and Bush administrations. He also advised the then-Chairman of the House Foreign Affairs Committee, Congressman Lee Hamilton, on Asian affairs. He has been at Brookings since 2002, and has written and lectured extensively on Asian politics and policy.

Visiting Fellowship Program Information

The Brookings Institution’s CNAPS Visiting Fellows program is a competitive residential fellowship that offers mid-career scholars and professionals from East Asia the opportunity to carry out substantive research and interact with a wide range of actors in the Washington policy community, from U.S. government officials and foreign diplomats to journalists and scholars of U.S. Asia relations. Fellows usually receive a modest stipend and limited reimbursement for moving expenses and transportation to and from the United States.

1. A Ph.D. in political science, international relations, history, or a discipline related to the current research theme is preferred but not required.

2. Applicants holding a Ph.D. should have 6-8 years of professional experience in one or more of the following fields: think tanks/academia, government, the media, or business, with practical or scholarly exposure to current political, security, or economic trends in the region.

3. Applicants without a Ph.D. should have 12-14 years of professional experience in one or more of the fields listed above.

4. Applicants with a professional interest in relations among East Asian nations, and in United States East Asian relations, are highly desirable.

5. Applicants must have a demonstrated ability to conduct professional, in-depth research and deliver spoken presentations in English.

Program Requirements:

1. Fellows must be available for a full-time affiliation with the Brookings Institution for the entire four-month program (e.g., August 19-December 20, 2013 or March 1-June 30, 2014).

2. Fellows are required to research and write a working paper (minimum 6,000 words, maximum 10,000 words) on an approved policy topic. Papers are due in final form at the end of the four-month program; each Fellow may present his or her paper at a Brookings seminar during the course of the Fellowship.

3. Fellows must be familiar with and uphold the Brookings Institution’s commitment to independent, nonpartisan research and publication, and to maintaining the highest level of integrity in pursuit of this mission.

4. Each Fellow is expected to be an active participant in Brookings and CNAPS activities, including but not limited to regularly organized Visiting Fellow discussions and attending CNAPS discussions, seminars, presentations, press briefings, and other CNAPS and Brookings events.

5.Fellows will participate in a group research trip outside Washington, possibly visiting one city for two or three days. On this trip, Fellows are expected to give short presentations on their research and engage in discussions with scholars at major universities and think tanks; meetings will be organized by CNAPS staff.

Application Information

There are two application deadlines, depending on the term for which the candidate is applying:

Autumn 2013: Deadline is March 18, 2013 (Fellowship term is August 19-December 20, 2013)
Eligible regions: China, Japan, and Korea

Spring 2014: Deadline is September 16, 2013 (Fellowship term is March 1-June 30, 2014)
Eligible regions: Hong Kong, Korea, and Taiwan

Applications should consist of five elements:

1. The applicant's resume or curriculum vitae, listing professional and educational experience, and publications (noting publications in English).

2. A detailed research proposal for a "working paper" to be researched and written at Brookings during the Visiting Fellowship. This paper is considered to be the main product of the Visiting Fellowship, and the proposal is an important part of the application.

In 2013-2014, CNAPS will give preference to research proposals focused on “China.” Within that theme the Center is looking for proposals based on either internal or external policy challenges facing China, or on implications of China’s rise for its Asian neighbors. For example, applicants may propose detailed examinations of specific issues such as China’s demographic or environmental challenges; or broader analysis of the ways in which China’s rise affects the potential for greater cooperation on regional and global problems in the economic, political, security, energy, environmental, development, or other fields. Proposals should address concrete policy challenges, and should lend themselves to in-depth and timely research and analysis.

Candidates should submit a detailed working paper proposal as part of the application. The proposal should be at least 2000 words (roughly four pages) and should include the following:

1a. A preliminary title and statement of the topic.
2a. An explanation of the problem or policy issue to be examined and the anticipated conclusion.
3a. A description of the paper’s organization and substantive components.
4a. A brief discussion of the analytical framework and research methods to be utilized.
5a. A statement of objectives to be met in researching this topic and completing this paper.
6a. An assessment of how the paper would contribute to the policy community’s understanding of the issue.
7a. An explanation of the impact that living in Washington would have on research of this topic.

3. Detailed written responses to the following questions:

1a. How would the CNAPS Visiting Fellows program, and more broadly your tenure at Brookings, advance your career?
2a. How would you use experiences you gain during your tenure at Brookings when you return to Northeast Asia? How would they contribute to your home institution and your work?
3a. Which organizations and individuals would you most like to have contact with during your CNAPS fellowship?

4. Two writing samples, in English, on topics related to national security or the disciplinary fields listed above. Writing samples should be at least 2500 words each (roughly five single-spaced pages) and should not have been edited by a third party.

5. Letters of reference from three professional colleagues. Letters can be sent directly to Brookings by the authors or can be included in the application package.

Only applicants meeting minimum qualifications for the position will be considered. No phone calls please. Brookings welcomes resumes from all qualified applicants, particularly women and minorities.

Completed application materials should be mailed or emailed by the dates listed above to:

Africa Growth Initiative

Global Economy and Development Program

The Africa Growth Initiative (AGI), a research project from the The Global Economy and Development Program at The Brookings Institution (Brookings), is accepting applications for a Senior Fellow or Fellow with expertise in African economic growth issues and development. In coordination with the AGI Director, the Senior Fellow or Fellow will conduct original research and writing on these topics and their relationship to the effective management of natural resources, development of strong social protection policies, industrial growth, and agricultural productivity. In addition, the Senior Fellow or Fellow will conduct research and writing on policy issues to contribute to and help shape U.S. relations with Africa.

The successful candidate should hold a Ph.D. in economics or a related field, with an understanding of the critical development challenges facing the region. Substantive professional experience can be a substitute for a terminal degree. For Fellow candidates, a successful applicant should have a minimum of 3 years of post-doctoral research experience or a relevant professional background in the field of economics, politics, international relations, and/or development. Appointment will be at the Fellow or Senior Fellow level, depending upon the experience and qualifications of the candidate.

While the candidate’s specific research program will depend to some extent on the scholar’s interests and background, the candidate should have a deep understanding of key African development issues. The candidate must also collaborate with AGI’s partner think tanks across the continent and identify opportunities to link their research to policy debates in Washington, D.C.

The candidate must have an established record of publication in professional or academic journals and a proven ability to conduct original policy research and analysis. The candidate will conduct in-depth research, produce book-length monographs, and competently lead issue-focused meetings, conferences, and other events with little supervision. Strong candidates should have extensive contacts among the higher levels of the government, academic, media, and business communities in Africa, and must be comfortable working with high-ranking decision-makers, senior government and diplomatic officials, current and potential funders, and Brookings senior management. Moreover, the candidate must be willing to share management responsibilities with the AGI Director and be comfortable working in teams.

Outstanding written and oral communication skills in English and fluency is required; proficiency in Portuguese or French is preferred.

Salary will be commensurate with the candidate’s qualifications and experience. Starting date is negotiable; however, filling the position by early 2013, is preferred. Applicants should submit a full resume complete with a list of publications plus a description of research interests and priorities.

Only applicants meeting minimum qualifications for the position will be considered. Successful completion of a background investigation is required for employment in this position. No phone calls please. Brookings welcomes resumes from all qualified applicants, particularly women and minorities.
