On November 30, the Engelberg Center for Health Care Reform convened a small working group to consider a sustainable and collaborative strategy for advancing safety science through methods research and training.

While meeting participants primarily focused on addressing the more immediate needs of the Sentinel Initiative, they also briefly discussed how future initiatives could build upon Sentinel’s tools and infrastructure to take advantage of electronic health care data’s potential.

 Event Information

November 18, 2010
8:30 AM - 3:30 PM EST

Ballroom
Marriott at Metro Center
775 12th St. NW
Washington, DC

The Brookings Active Surveillance Implementation Council meeting opened with brief summaries of a number of ongoing pilot projects using distributed data systems, including:

Mini-Sentinel

Assistant Secretary for Planning and Evaluation and the Centers for Medicaid & Medicare Services’s multi-payer claims database

National Institute of Health’s HMO Collaboratory

European Medicines Agency-Coordinated PROTECT Project

Observational Medical Outcomes Partnership

Agency for Healthcare Research and Quality’s distributed database work.

Because Sentinel’s success depends on its ability to attract and maintain private sector data and analytic partners, the majority of the meeting focused on ensuring a meaningful and worthwhile experience for these stakeholders. Two guest panels comprised of senior executives from health plans and integrated delivery systems helped to stimulate discussion, as they articulated their concerns and needs for their participation in Sentinel. Council members and guest panelists then explored potential solutions to address these issues, including the possible roles that private sector data and analytic partners may play in the governance of Sentinel.

 Event Information

June 2, 2010
8:30 AM - 3:30 PM EDT

Stein Room
The Brookings Institution
1775 Massachusetts Avenue, N.W.
Washington, DC 20036

During the first BASIC meeting, Council members received updates on several ongoing pilot activities including the Observational Medical Outcomes Partnership (OMOP), Mini-Sentinel, the Exploring and Understanding Adverse Drug Reactions (EU-ADR) Project, and the Vaccine Safety Datalink.

Recognizing similarities among these pilot activities, the Council considered potential opportunities for sharing findings and minimizing overlap. Following a presentation by McKinsey & Company on lessons learned from public-private partnerships and complex alliances in other industries, the Council discussed governance of the Sentinel System. Specifically, Council members explored the merits of potential organizational models focusing on governance for multiple users and multiple uses, economic sustainability, and ensuring participation of appropriate stakeholders.

On June 1, the Engelberg Center hosted the third Brookings Active Surveillance Implementation Council meeting, with Council members gathering to discuss the role of medical product developers in active medical product surveillance and specifically their role in improving methods.

Discussion focused on medical product developer's perspectives, including what role developers want to play in active surveillance and possible approaches for achieving such roles. In addition, participants discussed the role OMOP, Mini-Sentinel, and other federal initiatives have played in addressing developer concerns around methods for active surveillance, as well as types of organizational models that could support a long-term strategy for methods research and development.
